Is it true that if you are a 10 handicaper or better that you only record up to a double bogey on each hole?
I played with a guy that is a 10 handicap and he would just pick up after he got 2 over. He said it was because anyone with a 10 handi or better cannot record more than a double bogey. Is this true. And if it is what is the highest score someone over 10 can score?

Well... believe it or not this is actually kind of true, it's called 'Equitable Stroke Control', but the 'double bogey standard' is really for players with a 9 handicap or lower... not 10. Despite this, the player in question no matter what his or her handicap, has to hole out every single hole; as any act of not holing out actually invalidates the round completely, therefore rendering it invalid for handicap posting, no matter what the stroke control indicates.
To quote the USGA:
" Over the years, many refinements have been made to the USGA Handicap System including the procedure of adjusting individual hole scores for handicap purposes. Equitable Stroke Control (ESC) sets a maximum number that a player can post on any hole depending on the player's Course Handicap... Therefore... a player with a Course Handicap of 9 or less could record a maximum of double bogey on any hole."
This being said, if the players handicap is below 9, when adjusting his or her score for handicap posting, they should round any score above double bogey down to 2 over par for that hole. Equitable Stroke Control applies to handicaps above 9 as well... to varying degrees. You can view the chart below and check out the application of stroke control at the below USGA link.

40 or more - 10
* the above scores apply to all holes regardless of par - so if you are a 22 handicap, you can record and submit an 8 on a par 3.
By the way, you really have to question the validity of anyone's handicap if they are not holing out every hole on the course, this individuals handicap is most likely artificially low... perfect for winning money off of him if he has to give you strokes...
